Where you will work
SURF is the IT cooperative for Dutch educational and research institutions. Together with them, we work on digital services and complex innovation challenges to enhance the quality of education and research.
Npuls is an eight-year programme of the Universities of the Netherlands, the Netherlands Association of Universities of Applied Sciences, the Netherlands Association of Universities of Applied Sciences and SURF. Further education is working on the future with Npuls. All public secondary vocational education (MBO) schools, universities of applied sciences and research universities in the Netherlands work closely with the Ministry of Education, Culture and Science and other organisations in the field of education such as the Netherlands Initiative for Education Research (NRO) and Studielink. In total, these are more than 100 organisations.
With Npuls, we want to quickly renew the educational offer, make it more accessible and offer it in a flexible way. We do this by organising education (and the educational landscape) differently. Together, we organise the IT and other aspects of education differently, we share knowledge about education and we develop and purchase learning materials together. The programme is financed by the National Growth Fund. The official start of the programme was 1 July 2023. The first phase will run until the end of June 2025 and the entire programme will run for 8 years.
The team you will join
You will join the Education Adoption Team in the Education Services department. This is a young team of seven employees and one manager. As part of the adoption team, you will promote the adoption of sector facilities within the institutions. To this end, you will develop and implement strategies. You work closely with the employees of the educational institutions to understand their needs and ensure that users take full advantage of the possibilities offered by the sector facilities.
Adoption starts from the first moment of contact. Together with colleagues from the adoption team, the product teams, architects and the Npuls programme, you fulfil an important role in the preliminary phase based on your expertise.
What you will do
In this challenging role you help institutions work more productively, smarter and more enjoyably. As a change expert, you ensure that institutions, departments and employees embrace the sector's facilities and actually start using them. This could be a joint registration system or a (shared) digital solution for sharing files. Or an educational identity that allows someone to easily move between institutions, for example for an internship or course. Whether you work independently or in a team, you listen carefully, analyse sharply, actively contribute ideas and advise with conviction.
Other tasks you will handle
- You will work with the institution to help the questioner understand what is needed to implement sector facilities, with an emphasis on (technical) adoption.
- You will analyse the need with the institution, identify the specific objectives and challenges and determine the corresponding adoption strategy.
- You align adoption strategies and implementation plans with the goals and needs of the organisation. You also help the organisation get started with templates or an in-depth knowledge session; the educational organisation itself is responsible for implementation.
- You guide and support organisations through the adoption and implementation process. You help them maintain an overview. You also deploy Npuls products or other specialists to ensure the smoothest possible implementation and adoption at the institution.
- You organise and provide training or knowledge sessions to stakeholder groups, and draw up supporting documentation and communication materials.
- You promote knowledge sharing and cooperation between institutions. You work with the other advisers and specialists within Npuls and SURF on best practices and ensure that these are used. You stay up to date on the latest developments.
- You actively share your knowledge within Npuls and thus contribute to our learning organisation. You develop, improve and devise new adoption products and/or services together with colleagues.
Your skills and experience
- You have a hbo-/woy degree and can work and think at that level, preferably in the field of business administration, computer science or communications;
- You have an affinity with technology and IT and can quickly understand and master new knowledge (such as data, data flows and APIs); You have good analytical skills and understand processes and (architectural) standards;
- You have strong communication and advisory skills and you can involve and motivate various stakeholders.
- You are strong in project management and can manage multiple projects at different institutions simultaneously.
- You have proficiency in Dutch and English, both oral and written. You have a proactive attitude, problem-solving skills and are stress-resistant.
- Knowledge of and experience in education is an advantage; certifications such as Prosci, ADKAR and Agile/Scrum are also an advantage.
- You have extensive experience with change management and the implementation of digital and technical products. In addition, you have several years of experience with internal and external stakeholder management.
What we offer
- A varied and challenging job for 32-40 hours a week (0.8 - 1.0 FTE) in an informal and collegial organisation with a high level of ambition;
- Extensive training opportunities and excellent fringe benefits;
- A gross salary of between 4,563 and 7,415 euros (based on a 40-hour work week);
- 8.33 percent holiday pay and a fixed end-of-year bonus of 8.33 percent;
- 36 days of holiday per year (based on a 40-hour working week);
- A good pension scheme with PNO-media, where you only contribute 1/8 of the premium yourself and SURF 7/8;
- The possibility to work hybrid. You will receive a home-working allowance on your home-working days;
- A 1st class NS Business Card;
- Two beautiful locations, in Amsterdam and Utrecht, both with good public transport facilities. Your place of work will be Utrecht. Our Utrecht office is within walking distance of Utrecht Central Station.

We expressly invite everyone to respond to this vacancy, even if you meet only some of the requirements.
